Gwacheon City to Request Ministry of Land to Expand Local Resident Priority Supply Ratio for Multi-family Housing Up to Maximum 100%
[Suwon Ilbo=Yu Je-sung Reporter] Gwacheon City announced on the 31st that it plans to request consultations with the Ministry of Land, Infrastructure and Transport to expand the local resident priority supply ratio for housing constructed and supplied by basic local public enterprises within large-scale housing development districts from the current 30% to a maximum of 100%.
This proposal targets multi-family housing projects within the Gwacheon Public Housing District, and Gwacheon Urban Development Corporation participates as the project implementer, pursuing B2 block multi-family housing construction with 507 units on approximately 23,250㎡ of land within the district.
In particular, the city clearly stated its position that 100% of the B2 block multi-family housing within the Gwacheon Public Housing District should be supplied to Gwacheon residents, and plans to actively recommend institutional improvements to achieve this.
According to Article 34 of the current ‘Housing Supply Regulations,’ multi-family housing constructed and supplied in large-scale housing development districts of 660,000㎡ or larger are allocated in a ratio of 30% to local residents, 20% to Gyeonggi Province, and 50% to the Seoul metropolitan area.
The city believes that such standards do not align with the purpose of projects implemented by basic local public enterprises. Despite being public housing projects carried out based on local assets and financial resources, the structure whereby a substantial portion of the supply volume is allocated to other regions has limitations in terms of guaranteeing residents' housing rights and returning development benefits to the local area.
Accordingly, the city plans to submit to the Ministry of Land, Infrastructure and Transport a consultation plan requesting discretion to allow basic local public enterprises to prioritize 100% supply of housing to residents of the housing construction area.
Furthermore, in response to the Ministry of Land, Infrastructure and Transport’s ‘request for interagency consultations regarding the designation change (4th), district plan change (1st), and project plan approval outside the district for Gwacheon Public Housing District,’ the city is compiling consultation opinions by gathering views from each department, including 100% priority supply to residents for housing supplied by basic local public enterprises.
A city official stated, “This consultation request is aimed at ensuring residential stability for local residents and securing autonomy for basic local public enterprises,” and added, “As the Gwacheon district multi-family housing project is entering full-scale implementation, we will continue consultations with the Ministry of Land, Infrastructure and Transport.”
