Gwacheon City Proposes to Ministry of Land, Infrastructure and Transport to Expand 'Priority Supply Ratio for Local Residents in Multi-Family Housing' Up to Maximum 100%

[Suwon Ilbo = Reporter Yu Je-seong] Gwacheon City announced on the 31st that it plans to request consultations with the Ministry of Land, Infrastructure and Transport to expand the priority supply ratio for local residents in multi-family housing constructed and supplied by basic local public enterprises within large-scale residential development districts from the current 30% to a maximum of 100%.

This proposal targets multi-family housing projects within the Gwacheon Public Housing District. Gwacheon Urban Corporation participates as the project implementer and is pursuing the construction of B2 Block multi-family housing with 507 units on approximately 23,250㎡ of land within the district.

In particular, the city clearly stated its position that 100% of the B2 Block multi-family housing within the Gwacheon Public Housing District should be supplied to Gwacheon residents, and plans to actively propose institutional improvements to achieve this.

According to Article 34 of the current 'Housing Supply Rules,' multi-family housing constructed and supplied in large-scale residential development districts of 660,000㎡ or larger are allocated at ratios of 30% to residents of the relevant area, 20% to Gyeonggi Province, and 50% to the Seoul metropolitan area.

The city believes that such standards do not align with the purpose of projects implemented by basic local public enterprises. Given that public housing projects are pursued based on local assets and resources, it is deemed problematic that a significant portion of supply volume is allocated to other regions in terms of guaranteeing residents' housing rights and returning development benefits to the local community.

Accordingly, the city plans to present a consultation proposal to the Ministry of Land, Infrastructure and Transport requesting that basic local public enterprises be granted autonomy to give priority supply to residents of the housing construction area within a 100% range for housing they construct and supply.

Additionally, in response to the Ministry of Land, Infrastructure and Transport's 'request for inter-agency consultations regarding the 4th Designation Change and 1st District Plan Change of the Gwacheon Public Housing District and Project Plan Approval for Outside the District,' the city is currently compiling consultation opinions by consolidating input from each department, including 100% priority supply to residents for housing supplied by basic local public enterprises as mentioned above.

A city official stated, "This consultation request is aimed at ensuring housing stability for local residents and securing autonomy for basic local public enterprises. As the Gwacheon district multi-family housing project enters full-scale implementation, we will continue consultations with the Ministry of Land, Infrastructure and Transport," the official added.
