Gyeonggi Province Amends Shared Housing Management Guidelines to Prevent Secondhand Smoke Damage and Improve Staff Conditions

Gyeonggi Province is gathering field input on amendments to the 'Gyeonggi Province Shared Housing Management Guidelines' that address prevention of secondhand smoke damage, improvement of working conditions for management staff, and streamlining procedures for building representative elections.
The province will collect opinions from cities and counties and related organizations until November 2 on a total of 18 items, including 4 suggestions from cities and counties, 7 requests from residents, and 7 items under provincial review. Based on this input, the province plans to finalize the amendment.
The province will prepare amendments by December of this year by synthesizing opinions from related organizations such as the Korean Housing Management Association and the Residents' Representatives Federation, as well as from cities and counties. It plans to implement the 24th amendment guidelines after deliberation by the review committee in March 2027.
First, to reduce secondhand smoke damage, the province is including preventive measures in its review scope, such as guidance broadcasts for buildings where complaints have been filed, applications to designate non-smoking areas, and establishment of separate smoking spaces.
The province plans to establish grounds to reflect appropriate remuneration and allowances for shared housing management staff in shared housing budgets and to examine matters necessary for improving working conditions.
Additionally, the province is revising regulations related to shared housing operations, including relaxing requirements to allow skipping by-elections for building representatives, expanding the prohibition on concurrent service between building representatives and election management committee members, and establishing grounds to use electronic methods in elections and approval processes.
Son Im-sung, Director of the Urban Housing Division at Gyeonggi Province, stated, "We will broadly gather opinions from cities and counties and related organizations on the guidelines that serve as standards for shared housing management regulations, and establish rational management standards that can be utilized in the field."
