Beginning in November, brokering of unreported illegal lodging businesses through online platforms will be prohibited. Additionally, a minimum guarantee system for jeonse deposit guarantees for fraud victims will be implemented.
The Ministry of Government Legislation (Minister Jo Won-chul) announced that a total of 86 new regulations will take effect in November, including these measures.
Prohibition of Brokering Unreported Illegal Lodging Businesses on Online Platforms
When telecommunications sales intermediaries, such as online platforms, engage in telecommunications sales brokerage upon request from lodging business operators, they must henceforth verify the business registration certificate of the establishment in question. This represents a commitment not to permit illegal lodging businesses.
If a business registration certificate cannot be verified, telecommunications sales brokerage must not be conducted. Violations will result in administrative fines of up to 10 million won.
Strengthened Immediate Blocking and Rescue Response for Online Suicide-Inducing Information
The Minister of Health and Welfare will monitor suicide-inducing information and author identification within information and communications networks. When it is evident that information is suicide-inducing, the Minister can request information and communications service providers to immediately block or delete such information. The purpose is to protect public life from online harmful information.
In urgent situations, legal grounds are established to request rapid investigation and rescue cooperation from emergency response agencies such as police and fire departments.
Real-time Information Provision for Electric and Hydrogen Vehicle Charging Facilities
Operators of electric vehicle and hydrogen vehicle charging facilities must register installation information, including charger location and capacity, in computer networks. Additionally, they must provide real-time usage information such as availability, charging rates, and malfunction status through computer networks.
Furthermore, charging facility management standards must be established and observed, including prompt repair of chargers in case of malfunction, and a dedicated organization must be installed to verify and inspect whether charging facilities are properly managed and operated.
Implementation of Minimum Guarantee System for Jeonse Fraud Victims' Rental Deposits
A "minimum guarantee system" will be implemented under which, if the total amount received by jeonse fraud victims through the exercise of preferential repayment rights falls short of one-third of the deposit (minimum guarantee amount), the state will support the shortfall.
When cooperatives established by jeonse fraud victims and others purchase damaged properties or conduct rental business targeting jeonse fraud victims and others, new legal grounds are established to enable local governments to provide administrative and financial support.
