Feature "Don't Come if It's Inconvenient"…Hwaseong City Delivers Essentials Directly to Residents

For people with limited mobility, securing daily essentials is a matter of survival. Until now, residents had to visit designated locations to pick up items themselves. However, Hwaseong Special City is taking a step further by implementing the "Visiting Just Dream" program, which delivers essential goods directly to households in crisis by having case managers and civil servants visit them.

'Just Dream' case managers and civil servants make direct visits

The expanded "Visiting Just Dream" is characterized as a "proactive discovery model" in which welfare officials and case managers directly visit households in crisis to deliver items and connect them with initial counseling and customized welfare services.

The "Visiting Just Dream" program will be piloted for three months from October to December. It will be fully launched starting in 2027. The program will be carried out with organic cooperation centered on the City Hall Integrated Care Division, district case managers, administrative welfare center staff at towns and villages, and Just Dream business sites (food banks and food markets).

The core of this expansion is field-oriented intervention by "district case managers" and "administrative welfare center staff" working on the front lines of welfare. "Just Dream" case managers go beyond simply delivering items. When visiting households in welfare blind spots, they bring Just Dream items to break down psychological barriers and naturally engage in conversation.

In-depth initial counseling conducted at the field sites provides integrated services that go beyond food support, connecting households with customized public welfare services and private resources.

'Visiting Just Dream' program builds anticipation among citizens

Lee, 78, an elderly single resident of Ujung-eup, Manse District in Hwaseong Special City, said, "With difficulty walking, I have been unable to muster the courage to travel the long distance to the administrative welfare center or food market, struggling through each day in despair. I was relieved to hear that a case manager will visit my home directly with food and check on my well-being."

An, 61, a resident of Namyang-eup, also noted, "While walking through the village, I have always been concerned about neighbors who either don't meet the paperwork requirements or endure cold rooms and meager meals because they don't want to burden their children. When the 'Visiting Just Dream' begins, it will be a great help in proactively discovering neighbors who have been hesitant."

Distribution of 455 items across 33 organizations based on Happiness Connect data

To maximize the effectiveness of the program, Hwaseong Special City distributed a total of 455 "Just Dream" items to 33 organizations under the jurisdiction of 4 districts on the 15th, taking into account the number of beneficiaries targeted by the Happiness Connect Welfare Blind Spot Central Discovery initiative.

Additionally, the city plans to establish a six-stage operational system connecting food banks and markets with city hall, district offices, and administrative welfare centers to continue seamless, customized management.

Nation's first 'Just Dream Warm Lounge' created in February

Hwaseong Special City had been operating the "Just Dream" program as its signature welfare policy even before the Ministry of Health and Welfare launched it as a nationwide project in May of this year.

In particular, in February, the city created the nation's first "Just Dream Warm Lounge," providing a community-oriented welfare space where any citizen can comfortably receive food and essential goods and be connected with welfare counseling services.

Currently, the city operates a dense, region-wide welfare safety net, including ▲ three "National-type Just Dream" hubs operated jointly with the Ministry of Health and Welfare and ▲ 38 "Hwaseong-type Just Dream" locations (9 welfare centers and 29 administrative welfare centers at towns and villages).

Mayor Jung Myung-geun of Hwaseong: "I will warmly hold the hands of all citizens"

Mayor Jung Myung-geun of Hwaseong Special City said, "After operating 'Just Dream' for nearly a year, the most heartbreaking moment is realizing that those who must worry about today's meal are the ones least likely to speak up. There are still neighbors in our community who endure despair alone without the proper administrative documents or the courage to knock on the doors of administrative welfare centers. This is why we have introduced the 'Visiting Just Dream' program, in which case managers and civil servants go directly to their homes."

Mayor Jung continued, "I believe that 'inclusivity,' the core value of the ninth elected term, must be the warmth that gently holds the cold hands of citizens standing in the coldest places. I am committed to practicing hands-on, inclusive welfare administration to ensure that not a single citizen is left alone in the shadow of despair."
