Hwaseong Special City Mayor Jung Myeong-geun Introduces 'Hwaseong Cooperation Organization' at State Policy Briefing
Hwaseong Special City (Mayor Jung Myeong-geun) participated on the 27th in the "Ninth-Term Local Mayors, County Governors, and District Chiefs State Policy Briefing" presided over by the President, held at the Government Seoul Office and the Blue House Reception Hall. At the event, the city introduced the "Hwaseong Cooperation Organization," a participatory democracy model where citizens and the administration work together to discover local agendas and implement policies.
The "Hwaseong Cooperation Organization" is a citizen participation platform that transcends the limitations of existing administration, which traditionally creates and implements policies in a top-down manner. It discovers, deliberates, and develops local agendas in collaboration with diverse citizens including civic organizations in various sectors such as the environment, urban development, and transportation, as well as youth, seniors, workers, and business leaders.
Mayor Jung Myeong-geun of Hwaseong Special City stated, "The core of the Hwaseong Cooperation Organization is not merely listening to citizens' voices, but transforming those voices into policy, and establishing a structure where citizens and the administration ask together, decide together, and take responsibility together." He added, "Through this newly pioneering participatory democracy model, we will establish a citizen-centered standard for local autonomy."
On this occasion, Hwaseong City proposed not only the "Hwaseong Cooperation Organization," but also the "10,000-Unit Public Housing Project Led by Hwaseong Special City" and the "Establishment of a Metropolitan Renewable Energy Supply Hub and Development of a Regional Coexistence Model."
The "Hwaseong 10,000-Unit Public Housing Project" is an initiative to rapidly supply housing by converting reserved land within existing land development districts and Hwaseong City and LH-owned land that no longer serves its original purpose due to changes in urban conditions into residential land. Through consultation with the Ministry of Land, Infrastructure and Transport and implementation of related administrative procedures such as changes to district unit plans, it is possible to supply more than 10,000 units of housing in Hwaseong alone within one year at the earliest and two years at the latest.
The "Establishment of a Metropolitan Renewable Energy Supply Hub" is a renewable energy project that addresses Hwaseong City's low self-sufficiency in new and renewable energy and provides a stable power supply foundation for companies' RE100 responses. By establishing key hubs such as the Hwawon District, it constructs a stable power infrastructure and realizes sustainable regional coexistence by sharing benefits with the local community through a resident-participation-type profit-sharing model.
Mayor Jung Myeong-geun of Hwaseong Special City emphasized, "This policy proposal will serve as a turning point that contributes to rapidly expanding government housing supply through the reflection of new public housing districts proposed by local government and significantly expands Hwaseong City's growth engines through the establishment of a foundation for companies' RE100 response." He continued, "We will promote rapid housing supply and Gyeonggi Province's first resident-participation-type power profit-sharing model without interruption, and establish the best regional coexistence best practice model that brings substantial and visible benefits to Hwaseong City and its citizens."
