Naver Cloud Consortium Launches Development of AI Model Specialized for Domestic Cybersecurity
The Naver Cloud Consortium announced that it has been selected as the final operator for the government's 'Specialized Artificial Intelligence Foundation Model Development (Cybersecurity Sector)' project and has begun full-scale development.
Through this project, the consortium—comprising a total of 33 organizations from industry, academia, research, and public institutions—plans to build an AI model optimized for Korea's domestic security environment and conduct verification and enhancement at national critical infrastructure and major industrial sites, aiming to elevate the competitiveness of domestic security AI to the next level.
Notably, even before officially commencing the project, the consortium has proactively deployed 4,000 GPUs in its possession to conduct pre-training of the security-specialized AI model. In addition to the government-provided allocation (256 units), the structure involves adding Naver Cloud's 4,000 B200 units and LG's 256 H200 units. Based on this comprehensive preemptive investment, the consortium plans to significantly shorten the development period while concentrating the secured time on model performance enhancement and on-site verification to maximize completeness.
Leveraging this large-scale infrastructure, the consortium will develop a 700B-class MoE (Mixture of Experts) structure ultra-large security-specialized model based on HyperClova X and Exaone. By parallel-developing two proprietary models that respectively strengthen defensive capabilities (HyperClova X) and offensive capabilities (Exaone), the consortium will secure comprehensive response capabilities throughout the attack-defense cycle and plans to rigorously verify objective performance using two internationally recognized benchmarks.
Additionally, the training data that determines model performance will utilize approximately 830TB of high-quality real data, which is difficult for a single organization to secure. The data includes operational data from Naver Cloud and LG CNS, as well as core data from national infrastructure and major industries such as Korea Electric Power Corporation KDN, Korea Hydro & Nuclear Power, Financial Security Institute, KISTI, and LG U+. Data refinement techniques spanning from threat intelligence collection through labeling, standardization, and verification will be applied to enable precise learning of actual threat environments.
The model will undergo continuous enhancement through pilot testing at national critical infrastructure and major industrial sites. The consortium will conduct on-site verification in seven major sectors—power, finance, science and technology, telecommunications, semiconductors, defense industry, and aerospace—and complete specialized operational technology for 'closed networks' to ensure stable operation even in security environments with restricted external network access.
Kim Yoo-won, CEO of Naver Cloud, stated, "This project contract award is a comprehensive recognition of the large-scale AI infrastructure, data, and cybersecurity expertise possessed by the Naver Cloud Consortium. We will undertake this project with a sense of responsibility to develop AI that protects national critical infrastructure using our technology, and we will build Korea's representative national security AI model and ecosystem."
