High-Amount Tax Delinquents Tracked Precisely with AI for Airtight Collection

Hwaseong Special City (Mayor Jung Myeong-geun) has decided to utilize artificial intelligence (AI) to persistently track high-amount delinquents in local taxes who deliberately evade payment or conceal assets despite having the ability to pay.
From December 19th through December 11th, 2025, the city plans to conduct home and business premises searches and movable property seizures targeting high-amount delinquents suspected of asset concealment among those who have defaulted on 2025 local taxes of 5 million won or more in Seoul, the Capital Region, and Chungcheong areas.
For this on-site collection operation, artificial intelligence (AI) is being utilized to automatically arrange visit routes based on the delinquent's residence and optimize the visiting sequence, allowing tax collection to be completed through shortest-time access.
In addition, a backup visit system has been introduced to preemptively secure information on additional delinquents in nearby areas in preparation for cases where the targeted search subject is unavailable. This aims to comprehensively reflect taxpaying capacity and other factors to select delinquents with high actual collection potential and track them intensively.
Pursuant to the "Local Tax Collection Law," for home and business premises searches, cash secured on-site will be immediately applied to delinquent tax liabilities, and seized movables such as precious metals will proceed through a public sale process to ensure collection of delinquent amounts.
Lee Gwang-hoon, Director of Finance, said, "Through precision tracking utilizing artificial intelligence (AI), we will respond sternly to intentional tax evasion and asset concealment," and added, "In order to establish a fair tax order where conscientious taxpayers are respected and secure stable local finances, we will continuously strengthen collection activities against high-amount and habitual tax delinquents."
