Waves of controversy have been spreading over remarks made by the Gyeonggi Province Governor at a recent National Audit of the Ministry of the Interior and Safety by the Parliamentary Committee on Administration and Safety. When Assemblyman Gwon Young-jin requested expansion of national funding support for firefighting budgets, Governor Choo responded, "Firefighting is like the biggest troublesome financial straw," adding, "Personnel costs alone will consume 1.1 trillion won in 2027, and project costs are around 500 billion won." In response, the Public Service Workers' Union Firefighting Division stated, "By treating firefighters who work day and night to protect the lives and property of the people as a simple factor of budget waste, the honor of 70,000 firefighting civil servants was seriously damaged," and called for an immediate official apology.
As pointed out by the firefighting union, if the structural contradiction that local finances must still depend significantly even after firefighters were converted to national civil servants is the problem, it is the appropriate duty as a local leader to boldly demand expansion of national funding support from the central government. Yet instead of mature efforts to improve institutional contradictions, by shifting the responsibility of financial burden to an organization dedicated to residents' safety, a deep wound has been left, which is deeply regrettable. This stems from the absence of an essential perspective that public safety budgets are not merely rigid expenses or consumptive costs, but necessary investments to sustain the safety net of society as a whole.
Where Is the Real 'Financial Straw' Inserted?
Moreover, this controversy has become a serious boomerang prompting local governments and political circles to reflect on their own budget operation practices. It is unavoidable to question whether the causes that actually threaten the soundness of local finances and impose unfair burdens are truly due to public safety budgets directly linked to the lives of citizens.
The Sanctification of 'Privilege Budgets' with Insufficient Performance Verification
Most importantly, the problem is the sanctification of political and legislative-related budgets with insufficient performance verification. Criticism continues that while local governments discuss tax revenue shortages and financial crises, they have been unable to apply strict standards to privilege budgets of local assemblies and executive branches. High levels of legislative expense allocations and allowance increases, vehicle replacement for governors and protocol use, and maintenance costs for official residences are representative items that have raised concerns about misuse every year. Firefighting budgets are fully converted into resident-felt safety services through equipment reinforcement and workforce deployment, but it is difficult for residents to feel performance proportional to privilege expenditures in the political and administrative sectors.
To resolve local governments' burden regarding firefighting finances, rather than remarks that break the morale of field civil servants, the proper course is to actively engage in forward-looking negotiations to adjust national funding distribution ratios with the central government in accordance with the purpose of converting firefighting civil servants to national status.
True fiscal soundness cannot begin with blaming public budgets that bear responsibility for the safety of the people. Local governments and political circles must demonstrate stern self-reflection by boldly reorganizing their own privilege budgets and reforming habitual expenditure structures before pointing out the budget allocation of public servants. That is the minimum responsible attitude toward residents who bear the tax burden.
