Mayor Lee Sang-il of Yongin Special City Requests Government Supply of Essential Power and Water for Semiconductor Industrial Complex
Mayor Lee Sang-il of Yongin Special City emphasized on the 27th that essential infrastructure including power and water supply networks must be installed smoothly for the early operation of Yongin's semiconductor mega cluster, and requested active support from the central government.
The mayor also noted that Yongin's national semiconductor industrial complex and general industrial complex must be organically connected with residential areas and other sectors, and stressed that national-level support and expedited implementation are necessary for the construction of road and railway networks linking the city's major hubs in a grid pattern.
The mayor submitted proposal materials with these contents to the government at a state briefing for mayors, county governors, and district heads held at the Blue House's Yeongbin Hall that afternoon. The state briefing was attended by President Lee Jae-myung, Prime Minister Han Sung-sook, Deputy Prime Minister and Minister of Economy and Finance Gu Yun-chul, Interior and Safety Minister Yoon Ho-joong, and local government leaders from across the nation.
The projects proposed through materials submitted in advance by the mayor are: ▲Policy proposals for early operation of the Yongin Semiconductor Mega Cluster ▲Proposals for expedited implementation of national railway networks and national and local roads to establish the Yongin semiconductor industry at an opportune time, totaling two projects.
In the proposal regarding the 'policy for early operation of Yongin's semiconductor industrial complex,' the mayor emphasized that the government should pursue rapid implementation, including early supply of power and water in connection with transportation construction measures, and proposals to establish public-private-partnership consultation bodies among the central government, local governments, project implementers, and companies.
Six fabrication plants to be built in the national industrial complex will require approximately 10GW (gigawatts) of power and 764,000 tons of water per day. The mayor's recommendation is that the government should actively push forward with a plan to construct a liquefied natural gas (LNG) power plant within the national industrial complex to supply 3GW of power for fabrication plants 1 and 2, ensuring smooth implementation of plans to begin semiconductor mass production at the first fab in 2029.
The mayor urged that the government must implement its power supply plan without interruption, as SK Hynix's first fabrication plant is expected to be completed in the first half of next year and begin semiconductor mass production.
The mayor also requested that the government expedite national industrial complex-linked transportation measures.
The expansion project of National Route 45, which passes through the national industrial complex, has begun in earnest as Seoul Regional Construction Management Office issued a bidding announcement on the 12th of this month.
The National Route 45 expansion project is a road construction project that expands a 12.53 km section from Daedon Intersection in the southeast of Cheoin-gu through Yongin Advanced System Semiconductor Cluster National Industrial Complex to Jangseo Intersection in Yangseong-myeon, Anseong City from the existing four lanes to a maximum of six to eight lanes. It is a large-scale national project with total construction costs of 891.1 billion won.
The mayor also requested that construction projects including the creation and expansion of Local Road 82 (Hwaseong Jangji to Yongin Namsa, 5.1 km) and the expansion of Provincial Road 321 (Bongmyeong to Agok, 5.3 km) connecting the national industrial complex and adjacent areas be completed by 2029, moving up the originally scheduled completion date of 2030-2031 to align with the operation period of the first fab in the national industrial complex.
In the proposal regarding 'expedited implementation of national railway networks, national roads, local roads, and others for timely establishment of Yongin's semiconductor industry,' the mayor also requested government support for five railway projects and seven road construction projects that organically connect the city's major hubs centered on the two anchor companies' semiconductor industrial complexes.
These include requests to reflect in the government's 5th National Railway Network Construction Plan projects such as ▲construction of Gyeonggi Southern Metropolitan Railway ▲extension of Gyeonggang Line ▲extension of Bundang Line ▲Gyeonggi Southern East-West Transverse Line ▲double-tracking of SRT and establishment of Guseong Station.
Among these, the mayor also requested that the government expedite administrative procedures including private sector feasibility studies for the Central Regional Express Railway (JTX) construction project being jointly promoted by seven local governments including Yongin as an alternative to the extension of the Gyeonggang Line (Gyeonggi-Gwangju Station to National Industrial Complex to Namsa) in connection with Yongin's Advanced System Semiconductor National Industrial Complex.
