Yong In Special City Mayor Lee Sang-il Requests Government Support for Essential Power and Water Supply to Semiconductor Industrial Complex

Mayor Lee Sang-il of Yong In Special City emphasized on the 27th that essential infrastructure such as power and water supply systems must be installed smoothly for the early operation of Yong In's semiconductor mega-cluster, and requested active support from the central government.

The mayor also stated that Yong In's national semiconductor industrial complex and general industrial complex must be organically connected with residential areas, and stressed that government-level support and prompt implementation are necessary for road and railway network construction projects linking major hubs of the city in a grid pattern.

The mayor submitted the proposal documents containing this content to the government at a nationwide briefing for mayors, county governors, and ward chiefs held at the Yeongbin Hall of Cheong Wa Dae on that day. The briefing was attended by President Lee Jae-myung, Prime Minister Han Seung-soo, Deputy Prime Minister and Minister of Economy and Finance Koo Yoon-cheol, Minister of Interior and Safety Yun Ho-jung, and local government heads from across the nation.

The projects proposed through materials submitted in advance by the mayor include △Policy proposals for early operation of Yong In semiconductor mega-cluster and △Proposals for prompt implementation of national railway networks and national highways/local roads for timely establishment of the Yong In semiconductor industry, totaling 2 cases.

In the proposal for 'policies for early operation of Yong In semiconductor industrial complex,' the mayor emphasized the need for the government to accelerate efforts including early supply of power and water, prompt implementation of measures for connected transportation infrastructure, and proposals for establishing a private-public-cooperation council among the central government, local governments, project executors, and businesses.

The six fabs to be established in the national industrial complex require approximately 10GW (gigawatts) of power and 764,000 tons of water per day. The mayor's recommendation is that the government should actively promote the plan to establish a liquefied natural gas (LNG) power plant within the national industrial complex to supply 3GW of power for fabs 1 and 2, enabling the first fab to begin mass production of semiconductors in 2029.

The mayor urged the government to fulfill the power supply plan without disruption, as SK Hynix's first fab will be completed and begin mass production of semiconductors in the early part of next year.

The mayor also requested prompt implementation of transportation measures linked to the national industrial complex.

The expansion project of National Highway 45, which runs through the national industrial complex, entered full-scale development as the Seoul Regional Construction Management Administration announced bids on the 12th of this month.

The National Highway 45 expansion project is a major national infrastructure project that expands a 12.53 km section from Daechon Interchange in southeastern Cheorin-gu to Jangseo Interchange in Yangseong-myeon, Anseong-si, passing through the Yong In Advanced System Semiconductor Cluster National Industrial Complex, from the existing four lanes to a maximum of six to eight lanes. The total project cost is 891.1 billion won.

The mayor requested acceleration of the project completion date from the originally scheduled 2030-2031 to 2029, in line with the first fab operation time at the national industrial complex, for projects including new construction and expansion of Local Road 82 (Changji, Hwaseong to Namsa, Yong In, 5.1 km) and expansion of Provincial Road 321 (Bongmyeong to Agok, 5.3 km).

In the proposal for 'prompt implementation of national railway networks and national highways/local roads for timely establishment of the Yong In semiconductor industry,' the mayor also requested government support for five railway projects and seven road construction projects that organically connect major hubs of the city centered on the semiconductor industrial complexes of the two anchor businesses.

Among these, the mayor also requested that administrative procedures such as private sector feasibility studies for the Central Region Express Rail (JTX) new construction project, jointly promoted by seven local governments including Yong In as an alternative to the Gyeonggang Line extension (Gyeonggi Gwangju Station to National Industrial Complex to Namsa) linked with Yong In Advanced System Semiconductor National Industrial Complex, be expedited.
